The project goals and objectives were developed from input received from Monmouth County, local elected officials, business owners, residents and other stakeholders. While the project may not be able to satisfy all goals and objectives listed herein, the recommended alternative will address as many as practical. The goals and objectives are identified as follows:
- Provide ADA compliant pedestrian facilities and crossings as well as connectivity to approach roadways – The existing sidewalk width of 2.9′ across Bridge W-7 is too narrow and there are no sidewalks on either approaches. The sidewalk width is also too narrow in the vicinity of the bascule span on Bridge W-9. Railings are substandard. Other features such as curb ramps and crosswalks are nonexistent within the project area.
- Reduce safety risks for all users – The existing bridge railings are substandard in geometry and capacity. The roadside safety features, including guide rails, guide rail attachments, and end treatments are also substandard. Insufficient bridge and approach roadway widths noted previously increase safety risks to all users.
- Reduce the frequency of major bridge maintenance activities that disrupt traffic flow.
- Maintain traffic operations and volume and marine vessel passage with minimum disruption and delay during construction.
- Avoid or minimize social, economic, and environmental impacts – This includes maintaining existing scenic/aesthetic landscape context.
- Avoid, minimize or mitigate adverse effects on the National and State Registers of Historic Places listed Bridge W-9.
- Employ Context Sensitive Solutions in the roadway and bridge design approach.
